Alberta Announces Changes to Seniors' Drug Plan

Alberta is making changes to its drug plan for residents aged 65 and older. These changes take effect July 1, 2010.

Under the current plan, all Alberta seniors are eligible for coverage and pay 30 per cent of their drug costs, up to $25 per prescription. Under the revised plan, all Alberta seniors continue to be eligible, but registration will be optional. The co-payment and premium charged, if any, will vary based on income.more...

three Health and Healing in the 21st Century

Every culture has had a fascination with healing the sick.  Tribal societies believed and still do that the causes of illness to be the projection of an evil force or object, unseen but felt, brought about by magic or sorcery.  Healing involved driving out the evil spirits and perhaps bringing back a lost soul.  Hippocrates later proposed that disease existed in the physical body and that the mind and emotions were separate and located in the brain.
 
Since then the field of psychiatry and psychology has seen dramatic advances, spanning a history that used the incarceration of patients in asylums in the nineteenth century, to the ideas and concepts of Freud and Jung and their concepts of the unconscious mind and psychological conflict.  Recently there has been an explosion of research into the neurochemistry, psycho-neurochemistry and structure of the brain, the effects of medications, and many other modalities that encourage a well rounded understanding of disease, and the mind-body implications of physical disorders.
 
In order for us to make the next shift into health and healing in the 21st century we need to revisit and explore what has been know for thousands of years in eastern medicine and expand on the postulate of the unconscious mind, incorporating the information about the unseen energetic fields of the human body.  Eastern medicine has always recognized that we are multidimensional beings, and just as emotional wounds can contribute to physical disease, true healing goes far beyond the recovery of the physical body.  To those that are willing to explore these concepts illness can be a doorway for spiritual transformation to occur.
 
Quantum science now confirms what sages and healers have known for thousands of years.  Everything is made of energy.  Every living organism, a plant, animal and material substance has its own unique signature pattern of vibration.  Every cell, organ and tissue in our body has its own vibration and these vibrations levels are organized, not random.
 
In essence everything has an "energy signature" and with this signature we are able to react, interact, and transact as well as respond and come together or merge with other fields.  This is what draws us to some people and repels us from others.  All our thoughts and emotions have an energetic vibratory rate which can be felt through what we call emotions.  Likewise, every disease has a unique consciousness level or energy pattern that can be perceived in the energy field of the body as well as outside the body.
 
Illness will first show itself in the energy field before it enters the physical body. Disease is the body's way of telling us, "Look here! This is the place where I am sick or blocked." Disease points out an imbalance between the higher self and what is being reflected.  In eastern medicine the goal is to intervene at the energetic level and prevent it from taking hold in our bodies.  Our mind, body and spirit are constantly giving us signals to tell us if we are on tract or not.  A good doctor of eastern medicine through different diagnostic methods would be able to discern where these energy blockages are happening and at what level it's affecting the patient. When patients present themselves for healing, they are in dis-harmony, cut off from their true essence self. The healer/doctor needs, first and foremost, to perceive these qualities, which hold the key to the patient's healing. As this energy pattern is addressed with modalities such as acupuncture, clinical massage, natural herbs, lifestyle practices, meditation and mind/body practices, a patient is able to change the vibrational rate of every cell in their body and thereby promote healing on every level of mind, body and spirit.  This type of therapy has been proven to be extremely effective in thoroughly transforming an individual's life.
 
Healing cannot take place without including the higher self.  This part of our being holds the energetic pattern of our true divine essence.  If we listen through stillness, contemplation or meditation it can guide us and reveal the infinite wisdom of the universe.  It is not separate from us; it is as much part of us as we are part of the whole.  All healing happens at a much higher level then our dense physical bodies.
 
Our higher self holds the wisdom to heal our physical bodies.
 
There has been much accomplished in treating life-threatening illness such as cancer through these natural disciplines. Tumor markers decrease, scans show tumor shrinkage, recovery time after surgery is shorter and the side effects of toxic medications are diminished. All organs in the body have an energetic template of perfection. In a trusting relationship between the healer, the individual needing healing, and our higher selves, new energetic patterns can be programmed and placed in a persons' energy field. A good healer/doctor will understand that these patterns of health and wholeness often come directly from the person in need of healing and that these patterns are as unique as the person themselves, and are transmitted through the healer and through higher self connections, and are then brought through to the lower levels of the energy field and into our bodies.

In the next couple of years we will all be hearing much more about the mind/body connection and the impact that our thoughts have on our health and wellbeing.  As we collectively shift our thinking and beliefs that we are the product of our external environment and realize that we create our experience from the inside out we will be able to get in touch with the true power of healing and realize that we have come full circle. 
We have gone back to the roots of all healing and reawakened ancient practices that encompass the full spectrum of healing.  Through the acceptance of these ancient practices of healing we will be able to go from medical mechanics that see and focus on the disease, to healers/doctors that see the person experiencing the dis-ease and help guide them back towards wholeness.

A definition of employee salary is a very important term to outline in context to your group insurance program - specifically related to benefits defined by income.  Benefits based on annual income such as a
Group Life Insurance benefit, which may be paid as a multiple of annual "earnings", as well as Short and Long Term Disability benefits which are paid out as a percentage of monthly "earnings." 

Without proper definition of the terminology relating to "salary" based benefits, employers leave themselves open to litigation, should the beneficiary of a Life Insurance policy or recipient of Disability payment not agree with
the amount in which the benefit was based. 

Two key terms commonly used when referring to employee re-numeration are "salary" and "earnings". These two terms are often used in the same context, however, they can have two completely different meanings. Most commonly, this terminology can be misconstrued for employees earning commissions in addition to an annual "salary." 

For example, Joe Sales earns a base salary of $40,000 annually. This is the amount in which his employer refers to as his "annual salary." 

Last year, Joe earned $60,000 in commissions on new sales. His base salary of $40,000 plus commissioned "earnings" totaled $100,000. Therefore, Joe defines his take-home "earnings" for the last year as $100,000. Joe meets with an untimely death, and his beneficiary expects a benefit amount of 2 times his annual "earnings" as defined in his employee benefit handbook. To the beneficiary,Joe earned $100,000 in the year prior to his death, therefore they are expecting a pay out of $200,000 (based on 2 times his annual earnings) However, Joe's employer reported his annual "earnings" to the insurer based on his base "salary" of $40,000 annually, therefore, according to the insurer and the employer, the Life Insurance benefit paid at 2 times annual "earnings" to Joe's beneficiary will be $80,000. 

As such, this can be cause for much confusion and a potential legal situation, as the employee and beneficiary may not have received a clear definition of "salary" vs. "earnings" in relation to the Life Insurance benefit. The same confusion may occur with Short or Long Term Disability benefits if the employee assumes commissions or bonuses are incorporated into the definition of annual "salary", whereas the employer does not.


It is important to define and publish your corporate definition of "salary" or "earnings" to staff relating to your employer sponsored group benefit program. The verbiage provided in the employee booklets from the insurer is generic in nature - outlining only the schedule in which the benefit will be paid, not the specific amount payable to each insured member. In the past, wallet certificates provided to insured members by the insurance company provided the exact benefit amount in which an employee was insured under the Life and Disability policies, however, due to recent privacy legislation, many insurers have removed this information from their wallet certificates in favor of more generic information.
 
It is up to your internal corporate practice to define "earnings" and "salary" relating to the group benefit program (i.e.) whether commissions or bonuses are included in the definition of "earnings". Whatever your corporate decision, it is your due diligence to properly inform your staff of your corporate definition of "earnings", and to keep this information up to date with the insurer.  An example of definition of "earnings" may be as follows:

ABC Corporation: Definition of Employee "Earnings"
In context to our group benefit program, benefits based on "earnings," are defined as follows:
"Gross earnings" are defined as your actual income from employment with ABC Corporation.  "Gross earnings" do not include the following:
  • bonuses or dividends
  • shift premiums
  • expense allowances (i.e. car or meal allowance)
  • gratuities
  • profit-sharing plans
  • overtime pay
or any income that you receive on a regular basis or that varies in amount or frequency paid.

If commissions are to be included in your corporate definition of "earnings" in addition to gross earnings, it is imperative to your staff understand how the commissioned portion of their earnings would be incorporated in their benefit amounts. Please contact your insurer, or TBSC, for specific information relating to commissioned based benefits,as each insurer is unique.

Effect on group benefit plans
Group benefit plans pay drug costs that are not covered by provincial plans. It's expected that this change to Alberta's drug coverage will increase the amount of benefits payable under group plans. The associated rate implication will be incorporated into future renewals. The actual effect on rates will vary based on plan design and percentage of Alberta plan members aged 65 and older.
